Fanling City was in chaos. Crime skyrocketed, especially amongst teens. It was perhaps an organized rebellion, made by the rejects of their upper-class society merely fighting back. The higher-ups would have none of this - Fanling City is a huge tourist spot. If this got out their economy could crash. Dr. P. Smith, a prominent teen psychologist, suggested sending the "stranger" children away from the city for their own sake as well as the city's. The idea was just what they needed, so a group of extremely rich landowners bought nearby Ashfax Island, turning it into what they thought was a haven for troubled teens, but really was a prison.
One way in, no way out.
The new scheme was extremely popular among worried parents, those who raised the drug dealers and muggers. At first one would need to be ordered by the court to be sent to Ashfax, but as the crime rate was so high people were desperate to get the different teens out of the city. Just getting caught with alcohol or someone of the same sex could get you there.
Now the island is swarming with teenagers, and with no adults for miles around it is obvious what happens. Everyone knows that if you get sent to Ashfax you have no hope. The education system on the island is non-existent, with no adults wanting to go there to possibly be shot. You can probably never get a job.
One way in, no way out.
